Which Rod is this and why it is oily?

Please see the attached pics and can anyone let me know which rod is this and why it is oily....I appreciate your early replies.

That is one of the power steering rack transfer pipes. Looks like it's seeping a small amount of fluid. I believe the o-rings for those lines are available for a couple bucks from your dealer, but they may need to VIN to get the right part, as there are many variations in steering racks.
