Strange steering noise and a misbehaving window (unrelated)

Hi everyone,

As of late, I have noticed this strange noise coming from what sounds like the steering rack (or pump) when I turn the wheel...

At center there is no noise, but if I turn the wheel about 20 degrees to the left, I get a sort of mechanic hum noise where I feel a small vibration through the wheel and the accelerator pedal...
Once I turn the wheel a bit more, there is no noise and no vibration..

A year ago I changed all the fluid in the power steering system to Pentosin CHF 202 (correct top spec fluid) and have kept my eye on the level.. I have however noticed that the level drops about half of the power steering "dipstick" for want of a better term every 6 months or so..
If there is a leak, I cant see any on the hydraulic lines to and from the pump, and the pump works fine at full lock (which is when pumps tends to whine if they are bad)..
Is it possibly a problem with the steering rack? If so, why just at that particular wheel angle?

Next question, unrelated.. Recently I have noticed that my drivers right side window has been taking longer to go down than the left side and today it just wouldnt go down on auto by itself at all.. I had to press the auto window down knob about three times, each of which it moves less than half inch.
Once it reaches about 1/4 down it seems to go the rest of the way with no problems.. Should I just look into lubricating the tracks somehow or is there a more sinister problem than this?
