'01 V70 Steering noise

I've recently noticed a noise in the steering column, but only at very low speed turns (5mph or less). It's kind of a 'rubbing' sound and only occurs for a moment when the wheel just begins to turn from center in either direction. You can actually feel it more than you can hear it. Feels more like pump/pressure issue but the sound seems to be coming from the column inside the car. Anyone have any ideas?

(I've also noticed many other noises that seem to come from various places in the car. No doubt the 18" wheels and low profile tires are taking a toll on fitment, but never the less, I coming to realize this car is not nearly as 'solid' as my old V90 was.)

There is a rubber boot + bushing down where the steering column enters the floor into the engine bay. If this boot got popped loose (for example, if the column and the steering rack was separated for rack replacement), it will cause rubbing noise + hearing more engine bay noises. You might check this part.
