Default 1999 V70 T5 fog lights don't work

Recently bought a 99 V70 T5. everything on the car works except for the front Fog lights. The fuse is there and the lights are connected to the lamps. The switch is there as well and the bulbs.

I came up with a reason for why it may not be working but am uncertain and need help figuring it out. The thing is that the front bumper seems to have been replaced since the paint on it seems to be different from the rest of the car.

it seems like like someone messed around with the switches inside the car and broke the tabs where the switch sits, possibly when trying to install the switch for the fog light.

Also, when I checked the fuses, the rear fog light fuse was missing but the rear fog light was working!

I came to the conclusion that since everything else is working, that probably the car originally never came with the fogs, and one of the previous owners installed the lights, or installed the new bumper that came with fogs, but did not take it to the dealership to have them turned on.

Is there a way to find out if this is the case? Is there a way to check using the VIN if the car with came with fogs originally?

So after doing some research, I figured that all it takes for the fog lights to work considering the wires and bulbs are good, is to make sure all the relays are functioning. From my understanding, I would require a grey with yellow plug relay under the fuse box and a LCR jumper relay and 2 J relays under the dash, for the fogs to work.

I havent looked yet to see if they are all there since its so cold here, but considering they are all there where they are suppose to be and still no fogs, I would believe that one of the relays are not working.

Which one of the above mentioned relays is most likely to go bad? Is there a way to check?
