Headlights, taillights, and blinkers not working

Headlights, taillights, and blinkers not working
'98 XC sitting in garage about 1.5 years is finally complete and driven out of garage.
No worky: headlights, taillights, blinkers.
Worky: hazards. The parking lights come on when the headlight switch is in that position. brake lights.
Tested:
Swapped in 2 known working ignition switches w/ no change
12 volts at headlight switch
Fuses are all good
12 volts at main headlight fuse
Swapped in known working stalk switch w/ no change
Where is the headlight relay? I've searched this forum to no avail of location or further insight.
And I bought another Volvo. That makes 10, I think. (Not all on road...)

Hoping for a meteorite to strike this stupid car!
I swapped out a working light control relay to no avail. At this point I'll wait for a long day to sweat and swear until I make some real progress.
