Are they retracting at all? Are they stuck? If they're stuck, you may have to replace them. If that's the case, be careful when replacing them because you need to disconnect the battery to reduce the chances of setting off the SRS light.

What year is your car? I would start by pulling the pillar loose to see if you can tell if the belt is somehow twisted or stuck in there. Also, if it will not extend all the way, it may need to be replaced.

If you have to replace it, make sure you disconnect the battery for 30 minutes prior to removing it. I hear it can set off the SRS light.

I had the same problem on my rear passenger seat/ seat belt. lift the rear seat up and there is a bolt that the seat belt attaches to. I removed the bolt and reset the seatbelt this way. 1998 V70 158,925 my first Volvo and loving it so far.
