Did you reverse the leads when trying to measure down?

The motor works on reverse for up and down.

At the motor plug one wire is hot going one way. Then the other wire is hot going the other way.
The wires switch ground each way to.

So say if you want to put it up (Example) #1 on the plug would be power and #2 would be ground.
Then Down #2 would be power and #1 would be ground.

Could also be a bad window motor.

so if you dont reverse the probes, one way would read positive, and with the switch the other way, one would get a negative reading, using a digital multimeter.
i am going out to do some more readings now. however, i seem to remember that i got 13v one way and 0v the other, not -13v.
thanks for your help

does it make sense that there is no voltage when the down switch is hit because the window is all the way down? is there a sensor that cuts the voltage when the windows are at the extremes?

There might be. If you can try bypassing the switch and supply power to the Motor itself and try to put the window up and down.
