Looking at cars at dealer lot before I bought the car it seemed for similarly equipped cars it was random if it came with a cover or not. Though it seemed that the AWD vehicles had it and it was a crap shoot for the FWD. And the cars that had them did not have any mention of the cover on the window sticker.

Yes the dealer told us the XC 60 Inscription was the only model that comes with the cover

I realize you're asking about 2021 MY, but the 2022 MY order guide shows the cargo cover as a port-added option as opposed to standard equipment. Perhaps 2021 was the same, in which case it would depend on whether or not the car was ordered by the dealer with one. I would expect this could be ordered separately from the dealer after delivery of your vehicle if you didn't receive one and want one.

If you didn't pay for it, you got a (steal) deal. Since this morning, I looked over the sticker again on mine and it's not listed anywhere. Take cost and go buy some Lotto tickets. Your luck may still be running LOL.

I own a 2020 XC 60 T6 Momentum with both plus and pro package so pretty much full loaded. It does come with the cargo cover. I think most people here agree, Volvo is so inconsistent. They literally remove features/items that was equipped on previous generations. Is this a way to save cost? Anyone else feel this way?

To add some context to the conversation. I just bought a 2022 Volvo XC60 B5 AWD Inscription. I have been leasing these SUVs and cars for the lasts five years so I like to think I stay up to date as I can with the changes going on. The explanation I received regarding the the cargo cover was Volvo made an economic decision to make it an option purchase for the customer and not standard equipment. We are talking about less than $200 for a cargo cover. In the grand scheme of a $50K SUV that doesn't seem like much money but if you can trim the fat in your organization you find a way to do it. Some of the car dealerships operate just inside the margins selling new cars. The real money maker for car dealerships is the finance and service maintenance departments. And with inflation on the rise used car prices are helping dealerships. New car prices are not helping much.
My Sales rep stated some owners don't use the covers and toss them while others like them and use them. It seems it was economically advantageous for Volvo to pass that cost on to the customer. Had I realized that I would have pulled the one out of my trade-in instead of getting an ear-full from my wife. Since I tend to lease and trade every three years I shamed the sales manager into giving me one for free. In the grand scheme of things it cost them nothing to pull one out of parts and give it to you. They will find a way to make up the cost somewhere else.
You also have to look at the other options when you are buying. The climate package was a standard package in 2019 if I memory serves me well. The 2022 models its an option for $750. Consumer Reports used to publish an comprehensive Retail and Dealer Invoice price for all vehicles. They don't seem to do that anymore. You really have to search to find the invoice pricing.
If you didn't get a cover from the dealership I would recommend take a look at what you paid for the SUV. If you got a GREAT price, at dealer invoice or close to it before trade and incentives then don't complain. Suck it up and pay the $195ish for the cover. If they got you for high price (Retail) and screwed you on your trade then march right down to the dealer and tell them very politely the least they could do is throw in a cover and while they are at it give you some free shirts, hats, key chains and stuff like that.
