You may not fully appreciate what you are doing. Sending a known false photo to your insurance carrier, regardless of the reason, can be viewed as fraud and invalidate your policy. My suggestion is to let your carrier know that the lighting portion of the cluster is out and that you are going to get it fixed. Do that and then send a photo of the mileage.
As an alternative, the mileage can be read by a scan tool. See if they will accept the dealer's data capture of the mileage in lieu of the photo.
