I always go to Tire Rack first. I look at the test data that they have listed for each tire for my car. For me, I usually weigh the wet traction as most important. I look at reviews, but I know most people are not experts. It does help just to get an idea.
You can buy from somewhere else but this is a good starting point. Also, consumers reports does a good write up on tires once a year. If they are testing the type of tires you are looking for great. I also tend to go with the lesser known brands because I am trying to get a good tire for the money. I will say that you can't go too far wrong with the majors, Michelin, Pirelli, Bridgestone and Goodyear. I have Generals on both of my Volvo 240 and they have been good. Kumho, Sumitomo, Yokahama, Hankook, and BF Goodrich all make good tires in certain categories.
