Default lack of boost /low boost

hi my name is steve i drive a 1995 850 t5r wgn was running around 15psi and would spike to around 18psi i receently notice a decrease in boost (after market boost gauge) cleaned out my intercooler(degrease) i was wondering would a clogged cat converter cause the turbo not to spool fully any suggestions.

Check all the turbo hoses and the Vaccum line to the Waste gate valve.If everything is good the waste gate valve might be bad.

When my buddy's A4 turbo started losing boost we replaced all his vacuum lines and hoses. It fixed the problem immediately. As for my Subaru 2.0L turbo, I found that my throttle linkage was not allowing full throttle, therefore, it never spooled up all the way. I had a special bracket welded in the help support the cable...now I have 15.6 lbs of boost as compared to the stock 8 lbs!
