Default Rough start and codes 2004 volvo s40 1.9t

I have a 1.9t 2004 s40. Failed state emissions testing with codes p0015 and p0450. I've changed the oil multiples times and as I've heard sludge buildup is common in these cars with vvt, I'm the second owner so not sure how well car was maintained. Also changed vvt solenoid with no luck. I've heard the p0450 has to do with the fuel pressure sensor which in these cars is the leak detection pump is there any way to test the ldp for proper function? I changed a few evap lines which cleared my previous code p0456 afterwords the p0450 sprang up any connection? Also a hard start in the morning, usually starts the second time when I cycle key a few times to build pressure. Thanks

Hard starting on a 1.9T can be caused by a leaking fuel pressure regulator (not sure if the 2004s are different from my 2000 which has a regulator not a sensor). Quick test is to find the pressure regulator on the driver's side end of the fuel rail, crank the car to build fuel pressure, then pull of the S shaped vacuum line on the bottom of the regulator. If you see fuel drip out, it has a torn diaphram which lets the rail loose pressure over time (thus more cranking on a cold engine).
