Default SRS Light

Hello- I'm new to the forum and have a question about a 1999 S70.
The car isn't actually mine, it's a family member's car, but the SRS light is on. I scanned it with an OBD scanner, and it wan't showing any codes. I don't think it's like my BMW, which needs to be scanned with a diagnostic port under the hood for the airbag/SRS light.
Another problem it's having is the windows fogging up and some water (possibly coolant) on the floor on the front and rear passenger side carpets. That is the heater core that needs to be replaced, if I'm not mistaken, because the car is losing a LOT of coolant as well. I don't think that has anything to do with the SRS light, though.
So- to the point. What can cause the SRS light to turn on?

A generic OBD-II scanner won't read SRS codes.

I don't know about aftermarket ones. VIDA would be your best bet.

VIDA and DiCE would be cheaper and do more.

So, to clarify, these are all connected via OBD-II, correct? There isn't a diagnostic plug under the hood?
