Continuity between battery cables normal??

Default Continuity between battery cables normal??

Having starter issues with 04 S80 2.5t AWD. Starter doesn't spin normal speed (extremely slow). Replaced battery and starter, still same issue. On a whim, I hooked up continuity tester between battery cables (disconnected from battery) and got continuity. Tried on another vehicle of ours that is operating normal and no continuity on the cables when disconnected from battery. Could this be the source of the issue?? Don't know if something is shorted or stuck closed??

Any help is greatly appreciated.

you say the new battery (or used from another car?) engages the new starter and it cranks the engine - but slowly? Did you check both battery terminals and the ground strap? does the + cable get warm near the battery post or starter after trying to start (heat = resistance...)? Not sure if your model year has an inline fuse on the starter cable - thinking there may be a connection issue there - ie enough connectivity to pass basic voltage but not enough current on either the starter cable side or the ground side of the battery.

Thanks for the suggestions mt6127. I haven't checked for a warm cable but will. This is challenging me. I've connected a ground cable all the way from the battery (trunk mounted) to the engine block, frame, and near starter to see if it was a ground and it still spins very slow (new battery, new starter). Just haven't tried bypassing positive cable. This is concerning me because this all happened after water pump seized and popped the timing belt off the water pump pulley.....loosening and allowing cams out of synch with crank. Installed new water pump/belt and pulled cams out in preparation to remove head for likely valve replacement. Starter cranks slowly even with no spark plugs and timing belt/serpentine belt removed.
