Default 98 v70xc no ignition/start, only a click

I recently took my car to a well known and trusted volvo mechanic because I was getting major gasoline fumes and terrible gas mileage after another mechanic replaced the flame box and dipstick o-ring seals. I took it there because it started making a strange clunky-stuttering sound when it would try to fire up before finally starting, and eventually I got stranded in a parking lot when it refused to even turn over. While calling around trying to get a ride and a tow, I kept trying to start it (after someone attempted to help me jump it) and after about 45 minutes of trying every 10 minutes or so, it fired up and I drove it straight to the shop.
He found a loose fuel line while I was waiting in the lobby, and wanted to send me on my way, but I had him fix a small oil leak near a radiator hose and replace a wheel bearing since I had it there. He had it for 2 days and never had any issues with it starting, compression and spark checked out fine, and I just got it home last night.
It fired up fine this AM, but when I left work today it stuttered again before firing up. I loaded up my bike to head out for a ride, and now it refuses to start again.

Just to be clear, I turn the key and the only thing that happens is what sounds like a solenoid clicking near the glovebox. The motor does not turn over, and nothing sounds like it is moving in the engine bay. I checked all the fuses, but have no way and don't know how to check things like spark, compression, etc. The battery is brand new.

Any ideas? I only bought this thing 3 months ago... and I've already put $1400 into it! Thanks for any help.

New batteries go bad. There is also a chance that the starter is gone. Check the battery first.
