Cost of a duplicate key
I recently bought a 2000 V70.The car came with 2 key fobs, but one of them can only open the doors when locked. If you try to start the car with that key the engine starts-but turns off in 2-3 seconds.
Doing some checking on obtaining a second "good" key-the costs mentioned are super expensive.
So 2 questions: how does the "bad" key start the car but then turns off,and also why is the cost of buying a duplicate key so expensive?
Any advice is appreciated.

A 2000 has an "immobilizer". There is a "chip" in the key. It's "ID" is programmed into car and if the chip is present tells the immobilizer to allow the engine to run. So you have the cost of the key, the key cutting charge, and a download using VIDA, (volvo's software download service) to tell the car to accept the signal from the new key.
Minimum of a couple of hundred dollars for a "programmed" key.
The remote - A new remote requires a different download using the same VIDA software to tell the car to accept the signal from the new remote. You cannot "reprogram" a used remote unless you have the bag, the package the remote was sold in - there is a PIN code on the package that is used during the programming process.
You can purchase a VIDA subscription and do the downloads yourself - but it requires a DICE unit. That is the interface between a CPU and your car. Info at Volvotechinfo.com
VDASH is an aftermarket software solution - it requires a DICE unit also and I'm not sure if it can do keys.
