Default 98 horn not working with alarm

New (to me) 98 v70xc. Popped batteries in the fob and tested it out. Lights go off when I hit the panic button, but the horn doesn't. The horn works when you hit the steering wheel though. Completely silent when the alarm is going off. I need this fixed, as my car is at an elevated break in level because of my job.
Any ideas on how to pin down what's causing it and fixing it?

The alarm horn is independent of the steering wheel horn.

Try replacing it, at the firewall. You can check the **** before you do that.

Ha! I never would have thought of having a separate horn for the alarm. Now that I think about it having a dedicated makes perfect sense.

I'll try the ****, but if I have to replace the unit what is it called? "car alarm horn", "burglar horn", what? I'm finding 2 different sets on IPDUSA that seem to be the warning horn, not the alarm horn. Same with my local auto part chain.
