2004 c70 coolant leak

Hi,
My wife's car is a 2004 c70. I had noticed some blue drips near the front passenger side front tire. Right in front. First thought was window cleaner but after a closer inspection it's radiator fluid.
After looking all over, it appears to be coming from the lower hose of the pressure reservoir tank. I tightened it up but would still see occasional blue dots on the garage floor. Today it belched out a bunch. Also, my electric fan never seems to come on. Seems to me I'm having an overheat but the temp guage doesn't go into the overheat range.
I've read up a little bit but if someone can handhold me a little bit I would certainly appreciate it.
Here is what I know. Plastic reservoir bottle seems to be fine (no cracks). Hoses are fine. Water is blue. I plan to start by turning on the air cond to see if the fan kicks on....will you confirm?
If not, lift out the relays and jump the yellow/yellow white wires to ground to see if they come on....will you confirm? If the fan runs than best bet is the temp sensor under the t-stats even though the guage seems to be working???
Seems like it must be overheating but I don't get it because the guage reads normal. Also, can someone confirm which kind of coolant because I seem to be confused on that. Never seen blue coolant. Can I just use Preston from the auto parts store or does it require special stuff.
