Even though the child lock is off, the inside door handle will not work. Ideas?

 

There is a harness that sits in a plastic bracket. When you pull on the on the door it pulls on a cable to open the door. The plastic bracket that holds it in place more than likely is broken.

I had this happen in my 02 s60 about a year and a half ago. I checked out forums like this and videos for taking the door pannel off. Saw the problem I did a hillbilly fix with a short screw to tighten everything up and keep the harness back in place since the plastic bracket holding it failed.
