Default Getting DTC P0032 (heater circuit voltage high)

Hey guys, I have a 2001 V70 2.4 non turbo. CEL has been on for a while. Ran the scanner and P0032 came up. Checked the heater circuit in sensor one and it was shot. Replaced the 02 sensor but still have the code. Checked all the wiring and resistance, all good. Looking at the live data and it's showing a constant voltage at sensor 1 of 0.50. Sensor 2 voltage is reading around 0.034. The system is also running in "open loop". Can't figure this one out. Any help is greatly appreciated. Thanks 😊

check the fuse for the sensor heater element?

Checked it and it's good. I've been reading a lot about Volvo's not liking aftermarket parts and realized that's what I bought for it. I didn't want to spend $200-300 for the Volvo own part but I guess that's what I'm looking at. �� Thanks mt6127 ��
