2003 xc70, no power to fuel pump. Need Troubleshooting checklist.

Default 2003 xc70, no power to fuel pump. Need Troubleshooting checklist.

Car has been sitting for years. Probably has bad gas, but since there is no power to pump, I need to figure that out first.
So far I have discovered that there is a relay under the dash, and two fuses and that PEM thing. Im told that it is often the PEM

Volvo does not show a PEM on a 2003 or 2004 xc70 engine. A 2004 R engine and the non turbo 5 cyl has one. Does your car have a fuel pressure sensor on the end of the fuel rail such as pictured below? If so the fuel pump is powered by the PEM. If not it runs all the time at full speed. Both systems appear to use a relay on the CEM. Wiring diagrams and relay location below.
