Ticking like a clock front right xc70??

Default Ticking like a clock front right xc70??

Hello all, and thanks for any input on my recent 2004 xc70 issue.
Something is running intermittently at all times of the day, with ignition off. Sound is coming from front outer side of ECM box under the hood? When it is not running it ticks like a clock for hours. Small pump or fan?
I saw one ECM fan at the rear side of its black housing, disconnecting the fans harness between coolant tank and fender did not change anything. Anything under the ECM box? I read that headlight adjustment motors can make noise, but not sure my car has those. This sound seems like it comes from the washer fluid tank area, behind it in the fender. Very annoying and kills battery after a week. Fuse 28 in the drivers side end of dash powers whatever is going on. Also, the siren fuse has been pulled for years, so I don't think that is related.
