Default B20 timing issues

Hello, Im brand new to this site but not to Volvos. I rebuilt an early 70's late 60's B20 and just put electronic points in. Ive got a weber carb, ported and polished heads, aluminum intake, cast aluminum valve cover etc. I need to set my timing and I'm having trouble. I've heard it should be around 12 degrees btdc, but what rpm should I set it at? And when I set it the rpm changes as you dial the distributor, should I try and hold a certain rpm?

I went and checked the relay ready to wire a direct +12V line to bypass the relay and found my piggy back spade terminal was grounding out my MS, injectors & pertronix +12V on the metal body of the relay intermittently. I rotated the terminal 180 degrees and had about 2 stumbles on the way to work today instead of bucking a backfiring every couple seconds. Going to datalog this afternoon on the way home to see if its fixed. Silly issues causing problems once again.
