Daytime Running Light Modification Question
I just imported a 2015 S60 into Canada from the US. I need a software upgrade to settings that satisfy Canadian requirement that DRLs are on all the time, when vehicle is turned on, no matter the light switch setting. I brought it to the dealership for the upgrade and they said it's an easy 15 minute fix. They called me a few hours later to tell me to call Volvo customer service and they told me that they won't give the dealership the software unless I purchase a $1000 USD Recall Compliance Letter, that they claim is required by Canada to import the car (not true, I imported it with other accepted documentation showing no recalls were outstanding, as per CBSA/RIV rules).
Their website states that the $1000USD is necessary so that they can provide "analytical research investigation, and other internal vehicle validation processes, thereby allowing Volvo to issue the recall compliance clearance letter in a timely matter" for importation purposes. No mention of this being necessary for software or getting service at a Canadian dealership though. I can't understand why I need to pay Volvo $1000 to write a recall letter that I don't need for importation to get access to a software upgrade.... especially since there is no mention of this on their website.
Has anyone dealt with a situation like this before, and is there another way to make the car compliant with the law? Perhaps without modifying the software or having the modification done elsewhere?

Same situation with a 2018 V60 cross country. Looking to find out if you were able to get the Canadian software onboarded without paying for that $1000 letter. Thanks in advance for any help. I'm in Kelowna BC

PS: Need my XC90 2021 PHEV Daytime running lights programmed to comply with Canadian law.

No ability to avoid the US $1000. Even though the Canadian government was fine with the car being imported Volvo would not update the software from US to Canada without my paying a THIRD PARTY to verify that there were no recalls on my vehicle. Just staggering customer service incompetence. So clearly they believe they can acquire new customers for less than that sum, because they lost one (and I've spoken to other Volvo owners who were forced to do the same thing and have had the same reaction) for that amount. Both Subaru and Toyota do it as a courtesy. I hasten to add, I was willing (and did have to pay) for the technicians time to do the actual install.
