240 Hi-Po curiousity
I searched the internet for clues, but couldn't find an aftermarket cam for a B230, or much of anything else. The motor is a non-turbo, but I figure there has to be something in the way of modifications for an NA 2.3. I think I saw something (it's been a while) in a PAW catalog. Can anyone make suggestions of where to look, or what to get? Or should I just blow it off for now and start searching for a wrecked turbo car with the same trans? Actually, I know so little about Volvos right now that I don't even know if there's a seperate transmission computer, or if there's even electronic shift on this car.

Your best bet is to sell this car and buy a turbo, or save up and buy a turbo.
You can mod a N/A, but you wont gain much. If you got to have power buy the turbo.
Here is what IPD has for you.
"240 1976-95 VX performance camshaft WS0272* $189.00 7.4000 BUY "
"This street performance cam is for B21, B23, and B230F engines in 240 and 740 series 1978 to 1993. Including turbo models. For non-turbo cars you will gain about 12HP and take up to 1.2 seconds off your 0-60 times. Street performance profile increases midrange torque and allows the engine to rev more freely to produce more horsepower. Cam is ground on a new billet.
Easy install takes 2-3 hours. You may need to adjust the valve shims so it is a good idea to have a shim kit and tool available. Also a good time to install a new timing belt and seals."
