broken belt = definitely dead valves?
The tensioner pulley on my parents' 95 960 seized and knocked the belt off, so I offered to fix it. While I'm expecting to have to replace the valves, I'm secretly hoping that if the belt was already clean off, any piston to valve contact might have just forced the cams to compensate by rotating freely, without actually screwing up the valves.
Can someone evaluate the likelyhood of this statement?

About the only thing I can tell you is NEW HEAD!!!
You might be able to get it fixed and have new valves installed.
Everytime I have seen it happen atleast 8 out of the 10 intake valves were snapped clean off.
