Cant figure why?

Well here is a start problem that may not have anything to do with what I had fixed but here goes:
I just put in front struts jon my 99 S70. The car started right up but was making this sound as if a motor for the washer fluid was running.
So I took both tires off to make sure the sensor plug wire closest to the brake caliper was still plugged in and didn't disengage.
They where both plugged in. When I tried to start the car it was acting like it was out of gas but was not.
I only touched the struts and nothing else.

check fuses and relays? If your 99 is like the 850s, there's two relays to look at - the fuel pump relay inside the box by the firewall and the fuel injector relay which is up front by the radiator shroud. Can you get the pump noise to happen with the key in position 2? I'm thinking you may need a new fuel pump or have fuse/relay/wiring issue. If the relay and voltages look good, check for fuel pressure at the rail - should be something like 40 PSI (newer models are like 50-55...)

For the most part, on my cars, this noise has been due to a wiper on the headlight not being operational. If it gets knocked out of position, it'll try to park for the rest your life. if it doesn't really work, then it can never park and it just runs and runs. This is a common problem, I think, with old cold-weather-package cars. The headlight wiper motors are pretty hard to replace so I have never really tried to keep them working.
That's certainly not the start problem though. If it's all one problem, "a noisy pump and it won't start" then you may actually be out of gas and/or the fuel pump has gone bad. But you figure that out.
