Default I cannot find the full 17 digit Vin on a 1968 P1800

I've asked about the VIN location on the "All others" child forum of this site and found the VIN stamping but there are only 11 digits and most info I've found it's a 17 digit code.
The Body number is not part of the VIN code so is that included? I have found the body number tag but it's only a 5 digit number so I'm trying to get to the magic 17 digit target.
The reason this VIN is important is I got this from a scrap yard and even though he said he had a title he now says he cannot find it. So now I'll get a lien title and have to fill the VIN number in.
I'm sending this car to the Seattle area and Oregon DMV requires seeing the car before they will issue a title.
Does anyone know another person with a 1968-9 P1800 That will let me know what the VIN is comprised of?
The VIN code on my 1968 is just to the left of the heater standpipe on the flat area above the firewall passengers side. The body number tag is just above the Power brake booster on the drivers side. This is a normal US car so steering is on the left side.
Thanks for any help.

Yes I've looked at that site many times and that is where I found that the VIN was under an after market electrical panel. So just today I took a roloc scotchbrite on an air grinder and found one additional digit. What I thought was a dash is a 4 and uncovered a 7 after the last. So now I've got a 13 number code.
What I'm really asking does someone know of a 1968 P1800 title and can verify what the VIN looks like.
From that site it's in 2 tiers. My VIN code is 13 numbers all in one row

As you seem to have found out you do not have a 17 digit VIN. 1968 would only be 13 digits.
