No new modern car is cheap, except maybe Tata from India.

I would start by reading some automotive magazines or Consumer Report kind of magazines to get perspective as to what to look for. I would then shop around new car dealers (you want a new car, correct?) and test drive some of the candidates.

Avoid 1st year production.

Anyone else got other ideas?

I guess you need to narrow your selection down to begin with....Make a list of what you want and don't want in a vehicle. Then ask your self how how much those options are worth to you.
