Default 1999-2000 4.3 Volvo gl overheating

Hi bought this regal boat that has been overheated previously and they change the main water pump circulating pump on the engine block when I got it I change the raw water pump on the crankshaft and it seems to have trouble sucking water up with muffs or in a barrel so I have disconnected the hose the s hose and checked for blockages from the outdrive in and flushed both ways and when I hook the garden hose directly up to the s hose there seems to be water pumping to around the thermostat area also I change the thermostat to and but the water doesn’t seem to be circulating to the exhaust manifold and I’m just wondering what my next step is could the previous owner of put the wrong circulating water pump on them on the engine or watt any ideas any would be appreciated thank you
Ps I have checked the power steering cooler as well
