2005 Volvo S40 3rd brakelight brightness?

I am purchasing a 2005 Volvo S 40, when I apply brakes and look at third brake light it seems like it is dimmer than normal, the use car dealer said they tried to replace with a new unit and it is the same intensity. Is this a common thing and is it normal to be not as bright as other brake lights are? Thanks for any replies!

check the ground and voltage? Also did the new unit come with a new bulb and is the wattage correct?
