2005 XC70 radiator cooling fan won’t turn on.

Exclamation 2005 XC70 radiator cooling fan won’t turn on.

Hi,
My radiator fan stopped working. Car is overheating, gauge is always at 12 o’clock . As soon as The coolant starts rising I turn off the car. I had got to boiling point and gauge never moved from 12 o’clock.
I recently got a message on dash. “ reduced engine performance” other messages are “engine system service required. 🤷🏻‍♀️ it has low power can’t pick up speed. If I release the gas peddle sometimes it will kick in and go faster. 🤦🏻‍♀️ the gets stuck for a few seconds when I try to turn it in and the gear shifter take a while before I can put it in gear. I have old motor oil and transmission oil, I need to change the oils . I replaced the parts listed below

1. replaced thermostat housing with sensor
2. Replaced radiator fan motor . “used fan motor in good working condition”
4 replaced electric cooling relay

The fan still didn’t turn on.

I don’t know what else to check. I bought a water pump but don’t know how to put it in and don’t have timing belt. I’ll replace that as soon as I can. I have not
Does anyone know what I need to check that leads to the radiator fanoii op loop or does anyone have any idea why It won’t turn on. I’m stumped. 🤔 please help. I’d appreciate the help. TIA
