To make any new key or remote work (from any vendor) - The car will need to be programmed to accept the signal from the key using VIDA. Typically Volvo dealers and large independent shops are the only places you will find with a Vida subscription. Individuals can purchase a VIDA subscription (at least in the US) and with the proper interface make the programming into a DIY project.

Factory dice units (9513000) are 6-$700, plus more if you want a wireless dongle.
Cheapy clone dice (~$150) May or may not work. Volvo says they won't on the techinfo page.
Some have bypassed that by using VDASH (an aftermarket Volvo diagnostic program) to change the "number" on the clone Dice.
