Lightbulb Speedo & rev counter needle not illuminated at night

I have a 2010 XC60.The speedo and rev counter needles are not illuminated at night, nor are the dial numbers, but the peripheral gradations around the edge of each dial are illuminated. Therefore, cannot see car speed at night.
The remainder of the instrument cluster works fine. The dashboard illumination rheostat works fine turning all other areas of illumination brightness up and down. This is the only electronic fault I can identify with the car. I have sent the instrument cluster to a specialist for repair, but failed. They sent me another normally functioning instrument cluster and on connecting it up, it had the exact same fault.
I therefore purchased another fully functioning instrument cluster and connected it up. It has adopted the same fault. It corrected automatically to the mileage that the vehicle had travelled, presumably via the car’s ECU.
This shows that the fault is not located within the instrument cluster. Could it be a partly failing fuse, if so, does anyone know which fuse I need to replace please? Is it a fault in the ECU? If that is likely to be the case, how do I get it repaired?
Has anybody come across this problem before? I can post a photo of the problem if required. Thanks for any advice

1. What "specialist" did you use?
2. The only fuse I see for the DIM is in the CEM (above the passengers feet) A 5 amp in position 18 (it's not going to be the fuse)
3. Not the Engine Control Unit but - Could be a problem in the CEM - The LSM (light switch module, where the dimmer is) communicates using LIN (local interconnect network) with the CEM. The CEM sends lighting/dimming signals over the CANBUS to the DIM. And if needed xemodex fixes CEMs (Hopefully that was not your "specialist")

If your "specialist" was not xemodex - I would call xemodex and ask what the problem might be.

Many thanks hoonk for your comments and advice, much appreciated. Guessing you are US based as xemodex is located in US. I used Autotronics, UK based, very helpful, but clearly not an IC problem.
Currently ordered a second hand LSM in case an internal problem in that and will report back. If that doesn't correct it, will look at the CEM. Do you know who I should contact in UK for that to be checked?
