Default Trouble with replacement key

Greetings,

I have a 1996 Volvo 960 wagon that I bought used a couple years ago. Previous owner warned me that the car only came with one key and NOT TO LOOSE THE KEY. Well I never got around to having a copy made as the dealer ship is pretty far from me and guess what... I lost the key. I figured NBD I'll just get a copy made off the VIN but the key I received doesn't work in any of the doors trunk or ignition. I've been back to the dealership 3 times for what appear to be 3 DIFFERENT KEYS cut. I dont really understand how this is possible other than human error at the dealership(typeing in the wrong Vin, something wrong with the machine, etc) but before I go throwing blame I figured I'd ask where. I understand that it is possible for someone to have swapped out the entire lockset and ignition(seems unlikely but any things possible) and I'm wondering if there is another place to pull a key code or if if I have to remove the ignition or tow my car to the dealership for a fix? Any thoughts?
