1. Supposedly 1999+ Volvo use ME7 and ME7 doesn't like MBC's. So you can try it, but the car might not like it.
2. Your internals should be able to handle 15-17 PSI fine. I wouldn't go above that. See your an "R" HPT (High Pressure Turbo) and you have a bigger turbo that can handle more pressure unlike the LPT (Low Pressure Turbo). See on the LPT 15PSI is about the max you want to run because after that the tiny turbo is out of its effeciency range. With the HPT you should be able to run 15PSI all day long with no problems. However I agree with TECH and, that 12PSI is a good number to stick around.

You are already at 12psi. That is stock boost on the '00 R. You will see it vary some on a gauge, since the factory BCS likes to be stingy with the pressure. You can safely run up to about 20psi on stock internals, as the '00 has the larger (2.4, not 2.3) engine, and stronger bottom end. I have even heard of people exceeding 20psi, but I'm not sure I would risk it. Most chips will take you to the 17-20psi range, and 290-320hp with no other mods. You CAN run more boost, but it takes some ME7 trickery, and although it feels faster, my 1/4 times dropped about .1 running 3 psi more boost, so your best bet really is an ecu. Check RICA, BSR, IPD, and Speedtuning USA
