Personally I have never used either. With that said the NEWS is that Windows 7 is better all around then VISTA.
If it were me getting a new MICROSOFT computer it would be with Windows 7.
However with all that said I'd look into a MAC. A lot better all around. Pricey yes, but once you get into a MAC you wont go back. I was one to frown at MACS for years and then I got one and I love it. I would never have a MICROSOFT computer as my main computer now.

Windows 7 all day EVERY DAY! Just as safe, if not better than Vista without all the annoying notifications you get every time you open a window. I am currently waiting for my Windows 7 cd in the mail. & is supposed to be based on the simplicity of Windows XP but based on the safety aspect of Vista!

Generally:
Faster, less requirements to run, new features.
Features: "Compare" Slide one window all the way to the side and it will cover the screen. Same for another window. Good for comparing and swapping files.
Different interface with different task-bar.
A few more control panel options.
Overall, it's really just a major update of Vista. Such as Mac OS X Snow Leopard vs. Snow Leopard.

I've been using Win7 on my desktop and laptop since Release Candidate 1 (approx May/June) and I love it. It fixes the Vista speed issues and annoying UAC questions.
Imho, the 3 greatest innovations in Win7 are:
- Homegroup sharing, they finally made sharing files at home really simple.
- Document, Video, Music, and Picture Libraries
- 64 bit computing is finally considered mainstream. Hardware manufacturers must release 64 bit drivers to get WHQL certification.
If you want something rock stable, get Win7 32 bits 3 GB RAM. That's more than enough for Internet use, Office applications and gaming. For enthusiasts, developers or graphic designers Win 7 64 bit with 8 GB RAM is what I recommend.
BTW, Office 2010 Beta is available for free for six months. I have it in two PCs and it works just fine.

Software development is incremental. M$ spent billions of dollars developing Vista. They would never trash it and start over from XP again.
Win7 is just a Vista that works, with several new features. But basically it's a Vista service pack.
Most of us did not have powerful enough hardware when we moved from XP to Vista. That´s why it was so slow. Vista and Win7 need at least a dual core and 2 GB RAM to work reasonably, and that was not a standard config in 2006. We had single core and 1 GB RAM which was enough for XP + Office 2003.
Hardware manufacturers released really unstable drivers when Vista came out, specially Nvidia. Their graphics drivers for would still BSOD even at the end of 2007. Their RAID drivers still corrupt data today. M$ screwed up pretty bad with Vista, but it was not their fault exclusively.

Just for the fun of it, I installed Mac OSX Snow Leopard 10.6.2 on one of my Dell laptops using drivers from the Hackintosh project. After a day I got rid of it. It was stable but I just did not feel comfortable with it.
I am also a Linux user. Fedora 12 is fantastic for desktops and CentOS is wonderful for servers. Many people recommend Ubuntu, but I am a Red Hat guy.
