Default Drain Plugs?

https://photos.app.goo.gl/tp3UykdxYHqsx47C8I recently bought a Glaston SX 175 with a Volvo Penta 3.0 GLP-A engine. I've had it out on the lake a couple of times with no issues.

While I was cleaning out the boat today, I noticed two cylindrical pieces that stick out of the engine block. One has a bolt in it, the other does not. The second one has a hole with threads but nothing was screwed into it.

I've noticed nothing leaking at the bottom of the engine compartment.

My question is, what are these cylindrical jut outs for? Should I have a bolt in both of them or is there a reason that only one has a bolt?

See attached pictures. Thanks for any help!

Default Drain plugs

They are too high on the engine to be a drain plugs. Drain plugs for the cooling system will be just above where the oil pan bolts on. And a drain plug will have NPT threading. Not a threaded bolt.
