Default 11v at the headlights

I'm in the middle of repairing my 240's headlights and I'm finding that I'm getting about 11 volts at the headlight connectors. Is this normal or does the ~1v drop suggest something is wrong?

Check your grounds. You should be getting better the 12v.

is that 11V with the headlights plugged in and shining, or 11v when the lamp is disconnected so you're just reading the voltage at 0 amps ?

That's 11V only when shining on both the high and low beam setting. Otherwise it drops to 0.
