Default 1990 740GLE wagon power windows, locks and headlights

Aloha,
I'm a new person here and just aquired a 1990 740 GLE wagon. I'm trying to locate why I'm not getting power to my windows or door locks. When I checked the fuses with a testlight, there's no juice going to #8. Also, I can't get the headlights on. When I pull the Highbeam switch, the high beams come on only while I'm holding the handle. While doing this, there is juice to #17 and #18. #19 and #20 have some power but not full on the test light. The previous owner said they went at the same time. I tried wiggling the ignition switch and nothing changes. I cleaned the battery terminals and the red wire is attatched.

Any ideas?

Is fuse #8 also for the A/C?

Check for a good ground first.

Grounds have been gone through. Most looked good but they were still cleaned up. #8 is just for power windows. I jumped a hot lead from #23 (heated seats, no need for them in Hawaii) to#8 and all the windows worked fine. So switches are OK. I can live without the power door locks since I never have to lock my vehicles up. Biggest glitch was I couldn't open the back hatch. I removed the door solenoid/moter and linkage and the back opens fine now. I went ahead and tightened up the wiper moter while I was in there.

So Still trying to figure out why no juice is going to #8. Does power come from a relay?
