Default 1991 240 Overheating

Hey all, my '91 240 overheats at idle consistently. It does it both when the A/C is on and off. I replaced engine thermostat and flushed the coolant system replacing it with 50/50 mix. The temp. needle on the dash does not fluctuate wildly. While I'm moving it stays just a hair below the middle, but when I idle for more than about 5-7 minutes it shoots up pretty quickly.

Anyone have some suggestions on where to start?

Thanks!

I would check the actual temp with an ir sensor. Also, does the fan work?
