Default 240 DL fuel relay buzzes; car won't start

Car was parked on a flooded street overnight and passing trucks caused big wakes swamping relays, etc., up to the bottom of the steering wheel. Persistent jumping got it home 20 km away but the next day it wouldn't start. It sat for about six months while I fooled around with it periodically, changed filter and oil (about a quart of water of water came in to engine!), replaced rotted air filter, bad rotor, plugs). Now with strong spark from plugs fuel relay buzzes but car won't start (same relay works in my other 240 DL; relay from that buzzes in this car). I have cleaned fuses and spun in their holders for better contact. I have heard something about a fuel injector/speed sensor relay on top the bell housing that is somehow connected to the fuel relay. Can I jumper anything on the fuel relay to get the engine going? Need to get this one going due to an unacceptable oil leak on the other (seems to be coming from a spot just under the exhaust manifold - what's that about?). Any advice would be precious!

if the fuel pump relay is buzzing, I'd be checking the fuel pumps. one is under the car, the other is in the gas tank. the car will run more or less OK if the tank pump is bad if its got at least 1/2 tank of gas, but that puts a strain on the main pump under the car. it won't run at all if the main pump is dead.

did water get into the gas tank?


also, what year 240? earliest ones had K-Jet CIS injection, mid 80s models had LH2 or LH2.2 injection, and 1989(?) and later have LH2.4. only LH2.4 has the crank position sensor you mention, the others use a hall sensor in the distributor for timing. but, if you have spark, you have timing, so I'd be looking at the fuel path.
