looks like someone plugged that red line shut so it's no wonder the climate controls don't work.
there is supposed to be a vacuum line leading from there to a check valve on top of the intake manifold
in order to provide vacuum to the climate controls.. perhaps the one that is lying loose ?

tiny vacuum line connects to pictured valve and opens defrost vents, closes floor vents and closes recirc vent. Is that what you are having problems with?
