Default ABS, pedal behaviour

Hello there folks!

My brake pedal has always had quite a bit of travel. When driving it goes down two or three inches with an audible "whoosh" from the footwell before I can feel the brakes "bite" clearly. And when they bite I have to apply a, not strong, but somewhat firm pressure on the pedal. If I brake two times in quick succession, the second time the pedal travels less and feels better.

Is this normal behaviour on a 1991 240 with ABS brakes? I just installed fresh rear calipers and flushed the system with a power bleeder at 15 psi. If this is not normal, then could it be air in the ABS box - and is that even possible to bleed? Or could it be an internally leaking master cylinder or just air in the master cylinder? I am considering removing the MC and attempt to bench bleed it.

Thank you!
