Bar Gauge and idiot lights

Bar Gauge and idiot lights
84 240DL just swapped motor and is now running but the BAR gauge is pegged after start. I thought these were vacuum driven but this one appears to be electric, pegged with the key on, off with the key off. Does anyone know about this system. Mike
