Default Does this make sense? Follow up to EFI circuit post

Okay, I was talking to my brother (who is an electronic whiz) and he gave me some insight that I have been overlooking.
Now first of all you need to read my two posts about the ignition switch problems I thought I was having and also the post about the EFI circuit.
The one thing that I've been overlooking in all of this is the fuel pump relay and when you think about it a little it really seems as if it's at the heart of the problem....
My engine is staying running when the key is turned off.....
If I pull a coil wire the engine will die but the fuel pump keeps running.... I then have to kill battery power to the system to get it to stop.
If I pull the spade fuse to the EFI circuit and start the car, I can thenturn the engine off with the key...
I can hook a rocker switch between the spade fuse and the positive post and kill the engine and the fuel pump with the rocker....
According to my brother it sounds to him as if the contacts have welded shut on my fuel pump relay which is causing the fuel pump to be energized anytime that there is battery power supplied to the circuit.
If I pull the fuse I've broken the circuit and the ignition switch then kills the power that supplies the circuit.
If I use a rocker switch I"m basically replacing the relay by breaking the circuit when I shut it off.
He says that the relay can energize and close the circuit when I use the ignition switch to start the engine....then when I shut the key off the contacts inside the relay are probably welded shut so the circuit doesn't open back up like it should. Once I pull a battery cable that then kills power to the circuit and since the key is now in the off position there is no more power there to energize the relay to close the circuit again.
Everything fits as to what is happening!!
Tomorrow he's bringing his test equipment and we're going to find out if his theory is correct. If so I will get the new relay and get back in business. Either way I will post our findings so that if anyone else has a similar problem it might save them a LOT of headaches.
Just wanted to let you all know that I may have a solution.
