In tank Fuel Pump

Ok month old fuel pump and level indicator not working right only getting 10.09 v on wires. Level indicator always reading full, main pump running good. If I take in tank pump and run straight from battery it runs good. Could relay be bad. getting power to rely and I jumped it out main pump came on but no in tank pump. whats next?
