760 turbo not shifting at boost.

I just bought a 88 760 turbo Volvo, and it won't shift at full boost when I drive it normally, but it will when I drive real light... Any help will be appreciated.

Sorry, new at this. Don't know if this is in the right spot.

Maybe your kick-down cable is out of adjustment?
