960 idle control valve

Default 960 idle control valve

1994 960 has problem in IDLE CONTROL VALVE circuit. When engine is turned off the ICV continues to run sporadically and eventually overheats the ICV, sends 223 code and lights up PNP arrow. At this point it will not re-start. I clear the codes, either by DTC or removing battery cable, and engine starts. If I unplug the ICV, when it is running with the engine off, the ICV will stay off and engine usually starts. I have switched out two different ICV's and the problem remains. The ICV's get very hot when this malfunction happens and when I cool them down the PNP arrow clears and the engine starts. Is there a relay that can be affecting this or a ground that I haven't found. The car runs fine and idles fine, when it starts.

Check the fuel injectors relay "2/12" it looks like it's on the drivers side shock tower.

My BMWs have the same idle valve, I have noticed they get hot to the touch if I leave the key on, even if the engine is not running.
