Default Lights

I own a 92 960 which has had a problem with headlamps turning on (low beam) for a while,if I flashed the Hi beams they would click on
I took it to a shop to get it fixed, he said it would be very expensive and I told to stop working on it. When I picked it up no lights worked.
before I had dash lights,now I do not. brights would lock on,now they do not tail lamps are also out. He told me he did not fool with it(right)
The dealer told me about a lamp relay in the kick panel,which I found but cannot ID which one. or if thats the problem

It could be the bulb failure relay or the Headlight switch.
I have seen both of them cause this issue.
The bulb failure relay should be round and Red.

thanks for your help I will check the switch,as for the relay none are round?They are mark "A"B"etc but one is red.

It might be mounted in the trunk on the 960. It might be in the left rear quarter panel.
